Hold the reusable rivet. Pull the center pin out (it will stop when it's almost all the way out), push the "sleeve" of the rivet in the hole once the fender arch is properly lined up, push the center pin part back in. I don't remember exactly how theses specific rivets look, but it should look similar to the pic below when you insert it in the lined up holes. Then push the pin in. Hope that makes sense.

The center pin wouldn't go all the way in for some reason on the top most position.
