I just got off the phone with BMW Finance and they confirmed that fact. You are correct. The ESC cost less if purchased at the time of original sale. But the difference is just $400($4420 vs $4820) in my case so there would be no rush to by it initially. In my example I have ~45k on my X5 currently.
