From what it looks like to me it's caused by poor prep of the surface before clear was added, which allowed water intrusion, lifting the clear. I'd say good prep and refinish wouldn't be a problem.
I hear ya on getting them fully replaced though. That always generally feels like a better solution but who knows, you could have the same issue again with the replacements. Maybe that's why they are suggesting refinish.
