Just got the same thing and was trying to figure out the same deal.
The key is to push it into the hitch mount correctly, and it will snap into the green at that point. I was trying to put it into the mount and then turn the lock, that's not right.
I'll try to get a video of it at some point, but the above link has a small square video that helped me.
