I've done this on a number of cars now. The swap takes less than 10-15 minutes. Remove the battery connection, unclip the airbag through the access holes on the back, undo the hex bolt, and swap the wheels. Tighten the bolt and reconnect all harnesses. Connect the airbag, reinsert, and apply power to the car.

You'd need to build the steering wheel yourself, using the parts above.
