Agreed, your described situation for automated pulling towards outer lane on sharp bends would be tough to resist. Also, your example of being in a TJ and the system is in fact off, when you think it is on would indeed create some incitement.
How similar would ACC without TJA be in terms of functionality ( as in Canada we lack TJA)? ACC will bring you to a complete stop. I believe that ACC doses not keep you in the middle of lane. TJA allows you to multitask, sleep, drink coffee with both hands, or use cell phone in on hand to listen to wife and then the other hand to use cell to talk to girlfriend.
