If there's 2 feet of snow, I have no interest in being on the road and quite honestly, the people clearing the streets prefer it that way also.

Also when it does snow in NYC, they issue driving bans and people who do drive get ticketed. They don't care if you have summer, winter, studs, or those fancy tracks.
