When you purchase the night vision package, the fog lights are used to send a directed beam onto the detected object (i.e. pedestrian) to highlight it. You can't put a lamp behind front grille obviously and expect it to do just that (for the sake of discussion - the only lamp/light you can put in there are the strobes used by the police/etc., and they obviously serve a different purpose).
