Yes, those specs you posted are OEM.
Drivability is great IMO, though I can't compare to 19's as I've never had that size wheel/tire on my X5. Ride quality depends largely on your tire choice, though there's only a few to choose from in the 21" OEM spec, and most/all of them are very good tires.
I can confirm it will look exponentially better with 21's
