European laws state that rear fog lights are to be used when it's snowing or during fog. Visibility must be 50 meters or less. If you drive around with rear fogs any other time, you risk a fine.
Same actually goes for front fogs. I was pulled over once when I lived in the UK for having front fogs on for no reason, and it turned into a field sobriety test. Great.
