The dealer probably pays a local detailing guy a flat fee or rate to cover a certain amount of work per month. Adding your wheel to the mix doesn't cost them any extra so it's all upside to them.

The local guy is invested in his equipment, etc. and probably has a minimum charge to make sure that he covers his overhead no matter how small the job. I bet if you were to ask him to quote 4 wheels instead of 1, the price would not increase on a 1:1 basis.
