The touch sensor is capacitive and uses body capacitance to trigger it. Any dielectric material should be able to do it, meaning anything that can conduct electricity. So if it can make your smartphone screen respond, it'll likely work on your steering wheel.

I understand why it is constructed the way it is. However, when I´m in standstill traffic I want to be able to use my phone with both hands without having to reactivate the TJA all the time. Mine often deactivates completely if my hands been off for a little while and does not self-activate when I put them back on.

So, one or two smart screen "dots" glued to a clothes pin or similar may work.
