If you're talking normal small chips on the hood, you might want to check out Dr. Colorchip products (not affiliated, have just heard really good feedback about using it on multiple small chips over a larger area).

If something more significant, then be ready to accept the fact that you won't get it perfect. Best you can do is to use a toothpick to dab the paint into the chip until the paint comes to the edges. Let it sit and dry for a bit and then reapply as the paint contracts to keep the chip filled with paint.

Unfortunately, blending well is nigh impossible. It'll never survive a close-up examination but you'll be able to make it unnoticeable from more than a couple of feet out.

Also, don't even bother with the clear on a rock chip. You're not trying (or able to) make it perfect. You're really just trying to make the chip invisible from a distance.
