Don't forget the euro specs are "better" purely because a Euro gallon is actually more diesel / gas, so you'll go further on it. There's no "worse for the US market" plan per se
A UK gallon is 1.2 US gallons - so 23/31mpg in US is the same as 27.6/37.2mpg in the UK
