I think Qsilver is asking if you notified them of your VIN having correct equipment. If BMW deactivates based on VIN's having 3G from the factory, that would explain your situ.
Full disclosure, I don't know how BMW deactivates services. Or even if they do at all. Maybe they are just let the 3G equipped X5s not connect anymore and do nothing on their end.
