I'm not sure what you are talking about...my 2016 X5 Diesel order was sent through, confirmed and on the slate to be built first week of November without any indication of delay, issues, etc.
This letter has hit the dealership in the past couple of days...no one was aware about this or any other delay of this magnitude.
