how come they are still able to manufacture a 2015 if you want it, but not a 2016?! I can get my car to be built on the same slate and time if I choose to go for a 2015 (with exact configuration and options as of order guide 2016) if I choose to? and that applies to everyone who has placed a 2016 diesel order...they can get their vehicles in time, but not a 2016 tag...does that make sense to you if that was a limitation in production?
As to "applies to everyone who has placed a 2016 diesel order", the letter addresses only F15 diesels, not all 2016 diesels.

As others have also pointed out, there can be a number of reasons for a production delay. Where is the information that this delay has to do with emissions? I note that on both bmwusa.com and bmw.ca you can 'build' 2016 diesels, e.g. a 3 series, contrary to an emissions issue applying to all diesels that was indefinitely delaying 2016 availability.

Finally, what is a "2016 tag", do you mean, perhaps, a production number?
