What a load of government crap. If you read the section "How this test was conducted", it states half of the headlights were unacceptable because of glare to on coming traffic, i.e. The driver can see just fine. The most laughable part of this test is that it states most inadequcies found during the testing could be fixed by adjusting the aim of the headlamps. Duh, problem solved.
