Casting doesnt fail the way it is pictured. It looks like a cut not a crack! So yeah u re looking at a failed water pump casting.
My theory is the shaft inside of the pump failed and did this cut somehow. I will try to remove the pulley to see what it looks like inside.
I concluded this as a manufacturer failure since it has gone bad so early!
