well , first because when you are buying used calipers you dont know what pads are coming with . It may be an aftermarket once or it might be a poor quality pad too. let say they are carbon dustless or race performance... The brake pads sometimes as you mention "Pads and rotors don't wear at the same rate and you may need to replace one ahead of the other " may start wearing too fast the rotor and may warped the rotor and will start having slight vibration on steering wheel when applying the brakes.Also may start squeaking... thats why the softer pads are a bit better but they wear out too fast and when they reach higher temperature they are just useless
