During the latest stages of the design and development process, they have to drive test vehicles around in order to get real world final shakedown tests done. They try to camouflage the final design details of cars that haven't been officially launched yet, otherwise it kind of takes the punch out of their big launch campaigns at car shows or whatever other advertising campaign they have planned. If there was already a million uncamouflaged pictures of a new model out there, the car show launches or press releases that they control wouldn't be able to show you anything you haven't all ready seen.
