You only need to remove the first 3 rivets from each fender flare / wheel arch and replace it with the new one.
It is required to remove the fender flare / wheel arch, and fender liner to replace the closed grill into open grill.
You don't need to remove the whole fender flare / wheel arch to remove the front portion of fender liner, just part of it since the fender liner is held down by the rivets and screws together with the fender, fender flare / wheel arch, and bumper.
