F15 BMW X5 40E wont start or charge EME issue

Few days ago my F15 X5 40E completely died. I was able to jump start the car and after connecting ANCEL BM700 diagnosis tool I got the following errors:

8040BD Terminal 30F reset or deactivated
Aged auxiliary Battery

I replaced the auxiliary battery but the car continued showing the same error codes.

Finally towed the vehicle to BMW of Fairfax and they are saying that the Electronic Motor Electronics (EME) is bad and asking $6400 parts + $1900 labor = $8,300 to replace and reprogram the EME.

I would highly appreciatie anyones feedback on this issue.

Is it possible to replace and program the EME from a non BMW shop.
