That's because very very few manufacturers provide them to the US market. If they did, then we would see incorrect usage on a daily basis.

And they still do in Europe, but not in the US anymore.

So I'm assuming you mean the connector to the headlight is the same. Have you obtained a wiring diagram to see if the wires actually go to the same place?
If the ECUs are the same, then my guess would be that the wires do, but I would confirm before plugging anything in. If all the hardware matches up, then it should just come down to programming. I would think that BMW would keep as much as they can the same as it simplifies production and support down the road with replacement parts. This is all speculation of course. You'll be the first as far as I know; you should do a DIY thread on it.
