Emissions issue - need help!

I have a 2018 x5 with 60k miles on it. Unfortunately I’m not able to pass inspection in NJ because I keep getting a check engine light that says catalytic converter efficiency below limit value. I already swapped out the oxygen sensor with a New Bosch one and reset the code but it came back after driving. I am out of ideas now. Any thoughts on what it could be ? I can’t imagine that the catalytic converter has already gone bad.

Run the car and check the temp with an infrared senor gun (Amazon $20) before and after the cat.

If there is no temp difference the cat is fouled or bad.


You can get a downstream o2 sensor spacer
And that sometimes fixes the issue otherwise Change the cat
