Yes I have just done it recently.
My X5 has no Adaptive Headlights (SA524) but does have LED Fog lights (SA5A1) The coding changes in the BDC module are as follows Please note the left value is the original and the right is the new one MAPPING_ABBIEGEL_L_OUTPUT Left: off = 00 Right: NSW l = 0B MAPPING_ABBIEGEL_R_OUTPUT Left: off = 00 Right: NSW r = 0C C_BLC_ENA Left: F015_disable = 00 Right: F015_enable = 01 C_CLC_ENA Left: F015_disable = 00 Right: F015_enable = 01 The light switch must be in the "Auto" position and to test it cover the light sensor on the windshield with a cloth to activate the lights. The fog light should come on automatically with the indicator stalk activated or the steering wheel turned at least 90 degrees if at a stand still. The function I think only works up to about 50kph. Both fog lights will also turn on when you engage R and the light switch is in the Auto position. Let me know how you get on

The above FDL coding will work IF you do NOT have factory fitted adaptive headlights. If you have, it will not work as when I tried initially to activate SA524 (Adaptive headlights) via VO coding and the first 2 lines of coding outlined above changed to some other parameters (FL?) not NSW l/r (Nebelschenwerfer) which is German for Fog light and consequently did not work as expected. I then had to experiment with a series of trial and error FDL code settings from coding my old F30 320d and the F30/F25 coding forums before I got it right without any fault codes popping up

Simply google cornering lights for bmw e70 X5 and you should get results of past threads on this topic. If the thread is about turning them OFF and you want them ON...simply reverse the coding parameters.
Like this thread I googled and found at the top of the results: https://www.bimmerfest.com/threads/c...5-e70.1352081/ BTW, I thought the cornering fog lights was turned on from the factory on the e70? Do you have your light switch in the AUTO position? That is required for the cornering lights to operate.

EDIT: yep, the halogens don’t have them, and the Euro HID or LED headlamps do…but the US market uses the fog lamps as cornering lamps:
