Canadian car buyers please help out!

As I mentioned earlier in the forum, I just got my 16 X5M about 2 weeks ago.
Today I accidentally read on the news there they talk about how the car buyers in Canada often overpay Freight and PDI fees.
I went to BMW Ca and I checked that the MSRP for Manitoba, the overall MSRP is already include the F & PDI fees, now I am pissed, of course my dealership charge me 525 CAD for document extra.
I then googled some said that there is no agencies to enforce the "hidden fees" at this point, especially in Manitoba.
I can't get my head around this, since the F & PDI costs was already in the MSRP, then why the heck did my dealer charged me ANOTHER F & PDI?!!
