I was under the impression CPO no longer transfers unless bought directly from BMW.

CPO can transfer from BMW but also private owner to owner. Possible only from original CPO owner to first time buyer, not subsequently. There is a $200 fee due to BMW to transfer the fee. Naturally BMW dealers do not want to share this openly.
