Steering Wheel Lock

My column was just replaced. There is no steering wheel lock. Is there supposed to be. I thought it was mandatory.
With the ignition off I can turn the steering wheel all the way to the left or right and turn the front wheels.
I don't remember how it was before the column was changed.

Thats not normal, take it back in. My steering wheel definitely locks when the ignition is off.

the dealer service rep checked out 4 new X5's and none have the locking steering column.
Never notice so wasn't sure.
