Cooling fan not coming on after turning engine off

My x5 50i N63TU came back after coolant flush and noticed the fan that usually stays on for a couple of minutes after turning off the engine does not come on anymore. I took the car back to my indy shop they looked at it and couldn't find anything wrong with it.
Pulled ISTA and didn't find any codes even after driving it for more than 10K miles miles. AC is working fine.

Is this normal?

I do sometimes smell a faint burnt plastic odor coming from the engine bay though after a toasty summer day which I never experienced before when the fan was running.

Does the fan come on when the ac is on ?

Yes, it can be normal. There are approx 5 criteria (see info below for the exact criteria) that causes the electric coolant pump (#1 in diagram below) to continue to run after engine shut down. And the electric fan (#7 in diagram below) can run up to 11 minutes after shut down. If the criteria is NOT being met for after-run…then it won’t run.

If the electric fan fails…it will leave diagnostic info as to its failure.

Sorry, but I don't know. I'm not familiar with the active shutters...my f15 X5 doesn't have them and neither does my f06 650ix GC.
