what is the difference between the vertical style LED fog light and the horizontal headlight?

I would assume one has to follow USA dot regulations

Vertical is actually a part of the night vision option. Look it up, dynamic spot lights or something like that

oddly i have only seen the option european vehicles so i thought it was a ROW part.
