Noob question of the day, reputation score

So I did a google/forum search and found mixed answers. The question is, how do you get a reputation score?

Ive read some things about, every 100 post you get a point, or high post views, stuff like that. Is this true?

I've seen some people had negative lol, how does that happen.

Just a question on that. To regain access to restricted posts, is it a matter of regaining the negative infractions? On my bad, I lost 60; does this mean I need to regain 60 to get off of restriction? I know noobie question.
