Service bulletins
I called the dealer to ask if there were any service bulletins on the X5 and the SA told me that at any given time there could be hundreds of bulletins on a car and he couldn't just look up the X5.
He went on to say that when a customer reports a complaint about the vehicle they will look to see if there is a corresponding bulletin that addresses the issue. The exception would be if there were any bulletins that are specifically related to safety. Does this sound normal?

Yes, it is normal.
Only Security bulletins are looked at at time of regular service intervals or when you get a notice in the mail. There are a few websites that you can look at device bulletins. Just use your search engine..... |

I believe you may confusing recalls/campaigns over TSB.
A recall is a mandatory fix while a TSB is a known issue with a solution but typically is only applied when a customer complains about that exact issue. As the SA stated there are hundreds of TSB/SB on a vehicle and they're not going to go through all of them if your vehicle does not exhibit any signs of the issues.
