What he means is swapping the tires from the left side to the right side by having the shop unmounting them off the wheels, then remounting and rebalancing them on the opposite side wheels.

Because there is significant negative camber, especially for the rears, the tires will usually not wear evenly across the face of the tread. The inside tire shoulders will wear down faster than the outside shoulders. By swapping left and right it spreads the wear out across the tread.

Even if the tires are directional (and most winter tires are not directional), it's no problem because the rotation direction is unchanged. However some tires cannot be swapped like this because they are asymmetric and have an inside and outside (Pirelli Scorpions are like this).
