Unless your car is registered in the county which doesn't need smog (my case but I don't plan to drive this car forever so it will be a pain to sell one day) or if you country doesn't require diesel to be smogged (not sure if there are any in Cali). Or if you have "good friends" who would risk their license to get you a pass. Or if you car registered out of state.
