I just had my car coded, and they are dim when driving around during the day, and I always felt like before they were bright.
EDIT: After coding anti dazzle or euro high beam, they will be dim as a DRL during the day I found out.

I take it you did not code the car yourself, because you can check in the module to see what the DRLs are set at, by default it should be 100%.
