Out of the entities listed above: how many of them lease X5 or X5M? How many times have you seen the PD, Utility Company or local TLC using an X5? If this was a Ford Escape or a Crown Victoria, Dodge Charger, etc. Then sure most likely a municipality used it as a true fleet vehicle but an X5? Not likely. Our local Pizzeria has a fleet of four i3 and the son drives an M5 the father a B7 Alpina... All are registered under the business as Fleet but only the i3 are used for delivering food. This is not an isolated scenario. Many business owners lease under their corp/llc/etc if they can or if it makes sense despite being their personal vehicle.
