I am diesel owner, I get an average 25 mpg and can't believe you get better than that in the city. It is still good enough for me. Highway mileage can be closer to 30, but you really have to adjust your driving manner to get there.
I owned both diesel and gas, I would buy a diesel as you will get better torque and more fun driving. I am not sure about one or another being cheaper in maintenance. BMW is an expensive car and it also depends on how lucky or unlucky you are.
