It says "Two channels of Active speaker level inputs – Accept 400 watt signals per channel"
This means from "factory amp" the signal can come up to 400 watt per channel.
Then from LOC it goes to your Alpine amp that will power your sub to whatever it can.
The reason you need that LOC is because the signal you get from the car sound system is already amplified and your Alpine would not accept 400 watt input signal (most amps will not, they would get damaged)
so it's music source/headunit > "factory amp" > harness > LOC > Alpine amp > subwoofer
