Just a guess here...
It looks like there are 2 versions of AC systems in X5. One is for Hot Climate and other for not hot ones.
The X5 I just purchased has 823 Hot Climate Version and my AC was blowing a lot of cold air today when I asked it to. Maybe you car was fitted with the other AC version even if that is not something that is supposed to happen for US market. My car (US version) arrived from the factory with Euro tail lights, even though it was not supposed to
