Not positive BUT... They will find somewhere even if it's currently occupied!
ANY team that makes a move will have to pay the NFL $550,000,000! So you know the owner of said franchise will get with City Officials and make sure they can recoup that revenue. I would not be surprised if it's near Downtown! Can you imagine...
