The intake snorkels are pulling air in from the high pressure zone I front of the radiator. The air is cool since it is before the rads and with the higher preasure zone in that area of the car it helps with reducing the effort for air intake. Lower in the bumper would not add any real benefit being that it is a turbo motor.

If your talking about having the actual filters outside if the engine compartment the you would have more plumbing and bends which would be more of a detriment. You would still have heat soak on any pipe in the engine comparent. Plus there are intercoolers. Having 20 degree cooler air as it is compressed and running past 1500 degree turbos will notake much of a difference.
