EGR replacement was not dependent on discovering a leak, but the recall did not replace all EGR coolers.
They did a visual inspection to determine if the cooler was one of the affected batch and if it was they replaced it irrespective of condition. If the cooler wasn't from the affected batch, then no replacement. The issue was that a certain batch, fitted to some vehicles over a certain period, were at risk of leaking, which then caused risk of fire.
Any dealer should be able to inspect the car and tell you if your vehicle is affected.
