boost cut or limiter?

Didn't pay attention to this before. Since I've gotten BM3 stage 1 recently, I noticed today with fuel reserve warning on, it felt like boost/power was reduced when I mashed throttle to pull away from a pesky Civic Si who was tailgating me. Has anyone experience this before where performance is held back when operating in the fuel reserve range? Just curious.
