February Incentives and New Car Checklist

I'll be picking up my first BMW tomorrow, it's a 2014 xDrive 35i, and I have 2 questions I'm hopping someone can answer for me:

1. I ordered my car in January and picking up in March, am I eligible for the February incentives? I had a brief conversation with my CA and they were quite adamant that only the January or March incentives can apply to me.
2. Is there a check list people use when looking for defects on X5's or BMW cars?

Thanks for all your help. I'm really looking forward to getting my new car tomorrow.
