Balancing chipped rim

I had a slight chipped rim on the edge which they noticed when putting on the winter tires.

Is it normal to put more weight on the chipped rim? My car shakes heavily for past one month. Today I brought it else where and they balanced it with even weights and didn't put more weights on the chipped rim side. Which one is right ?

The wheel balance would be my least concern in this case.

You can't see the chip. It's very tiny and around the edge under the tire. I haven't lost any air at all and they said it was very minor

If they dynamically balanced the wheel, they would put weights inside the spokes and the inner edge.
But a wheel could be balanced yet still be out of round and cause vibration. Usually the tire guy can see the wheel wobble if their balance machine doesn't have the plastic cover over the wheel.

If it's so small it will not affect balance much if at all.

I don't think a chip would cause a shake. Either there is more damage that you can't see or it wasn't balanced properly.
