Yeah MAX is born in Belgium and went to school in Belgium and got his drivers license in Belgium.
As we know in the meantime MAX has become a Monegasque.

It doesn't matter, really. For me it's perfectly OK that he flies the Dutch flag and let the Dutch national anthem play after a race win. His mom is Belgian (Flemish) and his dad is Dutch: he can claim both nationalities. He spent countless hours of karting training in Genk (Flanders), only had a Belgian passport as a kid and opted for the Dutch nationality when he became 18 years, spent most of his youth with his dad, most of his youth friends were Dutch, his accent is indisputably Dutch, he raced under a Dutch license and he identifies himself as Dutch, except for paying income taxes (Monaco citizen) ...but his true nationality is "racer" or "petrolhead".

He has claimed both nationalities. When Max turned 18, he immediately applied for a dutch nationality (I don't think you can do that at an earlier age).

Having lived all of his younger life in the border region, I don't think he sees himself as specifically dutch or specifically flemish.
He probably sees himself as a world civilian

If he cares about that at all. When he talks about that it's always as an answer to a question, so there's someone that tries to pull specific information from him (so it's always coloured by a narrative)

He's now I think 5 years in F1, so you could consider him a veteran now, but his performance is sub par.

I don't think we'll see him next year. With HAD and LAW, as they are rookies you think they still have room to grow, but not with a 5 year veteran.
