No way to do it without taking off the wheel(s). You need to get behind and unscrew a bunch of fasteners. Just taking out the fender liner without a wheel in the way was a total PITA.
I did each side with a jack and jack stands in my driveway. Definitely worth it - totally changes the look of the car!

Yup. Spent 45 minutes trying to do it without taking off the wheel and no dice. Will look for a floor jack tomorrow somewhere local...

Are the reflector required by law? Mine is going into the shop next week and I would rather them install. I did not want to draw attention to the change if they are needed to pass state inspection.

I did it without taking off the wheel and the entire liner but its more difficult and you need tiny hands to get it there... If i was to do it again i would take the wheel off

Don't count on it. Mine didn't come with the much needed & promised rivets and now I'm waiting. Again.

The products look amazing but the IND folks do NOT have their stuff together when it comes time to order & ship so be very wary of that if/when you order. Full review coming soon.
