you have a few options. here's my input from cheapest to more spendy.
buy 3M kit and polish headlights $
buy 3M kit, polish headlights and then apply a 2k clear $$
buy 3M kit, polish headlights, apply a 2k clear, wait a 30days and apply a PPF $$$
remove headlights and take to a shop (or DIYer) to swap out the lens. then apply a PPF $$$$-$$$$$
IMO, you should apply a PPF whichever route you take.
