The only thing I can think of is that Mexico has its own regulation for VIN numbers. In the US, the 11th number is the assembly plant code. In Europe, the 11th is not specific to anything, and it could be that it is the country code for the manufacturer.

Engines are built in Austria.
Transmissions are built in Germany.
5% of the value of the components are US built.
